Personal Licences

A Personal Licence is required by any person selling alcohol by retail in a premises that has a Premises Licence allowing the sale of alcohol. Every supply of alcohol must be either made or authorised by a  Personal Licence holder.

A person applying for a Personal Licence must be 18 years of age and must usually live within the city boundary. 

Applicants must complete both the application and disclosure of convictions and declaration forms. They must also  hold a recognised training qualification and must submit their qualification certificate, a criminal conviction certificate or criminal record certificate, which must be not more than four weeks old. Two passport sized photographs, one of which is endorsed as a true likeness of the applicant must also accompany the application.

The fee for a Personal Licence is £37.00. The licence will be valid for 10 years and is recognised throughout England and Wales.

It is important to note that unless the application forms are correctly completed and are accompanied by the appropriate Criminal Record Bureau check, licensing qualification training certificate and licence fee, then your application may be rejected and returned to you.

Licensing Qualifications

The following three licensing qualifications have been approved by the government:

  • BIIAB Level 2 National Certificate for Personal Licence Holders
  • EDI Level 2 National Certificate for Personal Licence Holders
  • GQAL Level 2 National Certificate for Personal Licence Holders

Lost or Stolen Personal Licences

If your Personal Licence has been lost or stolen, you must report it to the police. Once you have done this, you must also notify the Licensing Unit of the loss or theft in writing, quoting the police reference number and enclose a replacement licence fee of £10.50 (your cheque should be made payable to Liverpool City Council). A replacement licence will be issued to you by post.
