A Premises Licence or Club Premises Certificate is required to carry out licensable activities, or in the case of members clubs, club qualifying activities from the premises. 

Under the licensing act, a premises can be any place including a building, a moveable structure, an open space, a vehicle or vessel.

It is important to note that unless application forms are correctly completed and are accompanied by the relevant fee and supporting documents the application may be rejected.

Important Information - Charge for Door Supervisor Daily Registration Books

The Liverpool City Council Licensing Unit will now make a charge of £5.00 for both the blue and green door supervisor registration books. Replacement registration books may be purchased by calling in person to the reception, Municipal Buildings, Dale Street, Liverpool L2 2DH, during normal office hours - Monday/Thursday 9.00a.m - 4.45p.m and Friday from 9.00a.m to 4.30pm (except bank holidays). 

Changes to Fire Safety Regulations

With the implementation of the Regulatory Reform (Fire Safety) Order 2005, If you are intending to make an application to the Licensing Authority for the grant or variation of a Premises Licence, you are strongly advised to contact the Licensing Authority and/or Merseyside Fire and Rescue Service's Fire Safety Department to discuss your proposals. We are happy to outline the requirements applicable under current legislation both prior to submitting your application and on completion of works.

Variation of a Premises Licence or Club Premises Certificate 

There may be reasons whereby a person may wish to vary a Premises Licence or Club Premises Certificate. A variation may be for example to include further "Licensable Activities" or to alter the operating times of existing licensable activities or club activities allowed by the Premises Licence of Club Premises Certificate, or to remove or change any of the licence or club certificate conditions. 

The Licensing Authority may also require operators of licensed premises or qualifying clubs to make an application for a variation if an alteration or extension to the premises is being sought. 

Applicants are encouraged to discuss their proposals with a member of the Licensing Unit before submitting an application.

Minor Variations to Premises Licences and Club Premises Certificates

From 29 July 2009, the procedure for making a minor variation to your premises licence or club premises certificate has been simplified. Minor, or small variations that will not impact adversely on the licensing objectives are now subject to a new simplified process. Briefly, the process involves completing the application form (PDF [38.2Kb] opens in new window) and submitting it the Licensing Authority, along with your fee of £89.00. It will not be necessary to serve a copy on the responsible authorities. You must then advertise your application on the premises on white paper for 10 working days (there is no requirement to advertise in the press). An interested party may make representations to the Licensing Authority by the end of the 10 working days. Dependant on the nature of the minor variation, the decision to consult with any of the responsible authorities will be made by an officer of the Licensing Authority and an officer must decide whether to approve or refuse the application within 15 working days. A refused application may be re-submitted as a full variation application.

Transfer of Premises Licences

When licensed premises change hands, the new owner or operator must transfer the the premises licence as soon as practicable. Application forms and consent forms in PDF and MS Word are available below.
