Taxis
The Licensing Service has a responsibility to ensure that drivers, proprietors and operators of hackney carriage vehicles are fit and proper persons to hold such licenses.
Under legislation, the Council is empowered to make conditions to ensure the safety and comfort of the general public. The conditions are set in conjunction with statutory requirements laid down by the Local Government (Miscellaneous Provisions) Act 1976.
All hackney carriage vehicles are wheelchair friendly and the drivers have a legal obligation to facilitate the wheelchair user. It is a statutory duty that all taxicab and private hire vehicles accommodate assistance dogs and their owners.
Changes to Fees and Licences
It has been confirmed by the Licensing Committee with effect from 1 April 2010 that driver licences will be mandatorily issued for three years replacing the current one year period. This will mean that drivers who are due to renew their licence and are due a CRB check will pay a three year fee of £150 plus a DVLA mandate charge of £7.50 and be issued with a three year licence. Drivers who are not due a CRB check will continue to be issued annual licences at a fee of £60 until a CRB is due when a three year licence will be issued.
Drivers aged 65 years and over are required to undergo a medical every twelve months therefore can only be granted a licence for twelve months

Smoke Free Legislation
It will be illegal from the 1 July 2007 for any person (driver or passenger)to smoke in a licensed taxicab or private hire vehicle. All licensed vehicles will display a standard non smoking sign in accordance with the new regulations. The ban is national and applies to all taxis and private hire vehicles in England and Wales. The enforcement authority for this ban is Environmental Health.
