Liverpool City Council spends approximately £150 million with the private sector each year, providing organisations of all sizes with a wide range of commercial opportunities.

A lack of information about those opportunities and a lack of understanding of the Council's contracting procedures may well be stopping your organisation from applying for those contracts.

The aim of this guide is to assist all contractors, consultants and suppliers to tender for contracts let by Liverpool City Council. It explains how to find out about our contracts, how to apply for contracts that are advertised and what is expected of your organisation when working for the Council.

There is a great deal of competition for Liverpool City Council contracts, and this guide cannot assure individual organisations of success. However, it should provide enough information to give you the opportunity to tender for Council work with confidence.

Tender Values

European Tendering - Financial Thresholds: Liverpool City Council is obliged to advertise its tenders in the Supplement to the Official Journal of the European Communities (OJEC) where the expected value will exceed:
£144,371.00      for supplies contracts.
£144,371.00      for services contracts.
£3,611,319.00   for works contracts.

Liverpool City Council Tender Procedure

The Council's own Contract Standing Orders state that in cases where expenditure on works*, services or supplies is anticipated to be more than £100,000 a formal tendering exercise will be undertaken.

Liverpool City Council Quotation Procedure

In cases where expenditure on works, services or supplies is expected to fall below £100,000 a quotation exercise will be undertaken inviting not less than 3 organisations (wherever possible) to bid.

Tenderers for works contracts where the value falls below the EU threshold of £3,611,319.00  will be selected from  'Constructionline' - a national database  maintained by the  DETR in a Public Private Partnership with Capita.
