North Liverpool Development Plan

North Liverpool has faced many challenges in its history. Job losses in the Liverpool docks in the second half of the 20th century caused huge problems for the local economy.

Today, the area has the chance to revive for the benefit of residents, visitors and investors - now and in the future.   North Liverpool already benefits from a variety of programmes such as:

A better, more joined up approach to these projects has been developed involving funding agencies, delivery agents, and the community.  This new approach will help North Liverpool to make the best possible use of the projects and activities already happening.

The North Liverpool Development Plan reflects the work done by a stakeholder group, and development planning in the Strategic Investment Team.  

As well as these programmes, North Liverpool will see investment from other sources including:

  • the development of the new football stadium; 
  • new schools; 
  • a new approach to neighbourhood management; and  
  • improvements to housing.            

These projects are physically close and often closely linked; but their aims are varied.   None of them can, on their own, solve all the problems in North Liverpool.  The North Liverpool Steering Group hopes that all these schemes working together will have an impact large enough to sort out the problems of deprivation that have blighted North Liverpool for generations.

The North Liverpool Development Plan is an attempt to monitor all of the regeneration work taking place in North Liverpool.  It measures the impact of these schemes against nine key targets across five themes:

  • housing; 
  • economy & employment; 
  • education and training; 
  • access & environment; 
  • retail and other consumer services.    

The plan has a section for each theme.  With each theme is an explanation of the nature of the problem; the key targets that will be used to monitor success; and a list of projects that will help towards achieving that target.    

Some projects will appear more than once throughout the report, reflecting their impact across numerous themes.

The Development Plan does not measure impact of individual projects or report on whether they have met their targets or not.  These are measured by others including:

The Development Plan's aim is to work out how far all of this activity will go to sort out the causes of long term deprivation.   It will also make sure the best use is made of all the money and ideas for the benefit of existing and future residents.
