Single Targeting Framework

The Liverpool Strategic Employment Partnership (LSEP) "Single Targeting Framework" (STF) was developed by the Liverpool Strategic Partnership (LSP) between 2002 and 2006. It showed their progress in meeting LSEP objectives and targets contained within the Employment Business Plan.
The partnership no longer exists, and has been replaced with a number of different initiatives. However, the document they produced is kept here as a record of their achievements for historic purposes only.
The original Employment Business Plan aimed to:-
- support the competitiveness and productivity of the city's businesses and investors by having a skilled Liverpool workforce;
- make sure the city's workforce has the right skills for jobs; identify training opportunities where they exist; and making sure jobless people have easy access to them;
- increase the number of jobs in the city for local people;
- increase household incomes in the city's poorest areas by helping residents to both find and stay in work.
Local and government agencies, businesses and local voluntary groups within the LSEP worked very hard every year to get workless people into jobs.
Each partner had their own goals and targets. They used these to measure how well they were doing. These targets were brought together into the Single Targeting Framework (or STF).
