Human Resource Management

The Human Resource and Payroll Service (HR&P) gives advice and guidance to the Authority and many schools. The areas we give advice on include:

  • payroll
  • pensions
  • employee relations
  • recruitment  

We use the latest technology to provide the best service for our customers.  We aim to provide self service for all employees wherever possible.
 
This includes providing a full intranet site for all employees.   The intranet has information on policies and procedures, and advice and guidance on many different matters.  You can also access a number of forms.

HR&P is split into six teams, each covering a different area:
 
Service Centre
This team offers advice and guidance on all general matters.  The team is made up of skilled and experienced Customer Service Advisors. 

Payroll and Pensions
This team provides advice and support on payroll and pensions matters.   This includes:

  • calculating, recording and paying basic pay
  • other contractual and casual pay elements
  • other forms of expenses.  

The team carries out all deductions and answers all queries, such as earnings statements for staff.   The team also carry out pension administration for members of the Teachers and Local Government Pension Schemes.
 
Recruitment 
This team offers a full recruitment and selection service. A named officer from the team manages each case from start to finish.   They also offer advice on contracts of employment.
 
Employee Relations
This team gives advice and guidance to managers in the Authority and partner organisations on:

  • employee relations
  • collective bargaining issues
  • terms and conditions of employment
  • redeployment 

School Employment
This team gives advice and guidance to schools on:

  • employee relations
  • national school workforce developments
  • collective bargaining issues
  • terms and conditions of employment 

Systems Administration
This team gives administrative support on the City's Oracle HRMS system. The team create and run a number of reports for both internal and external customers. They also produce reports and statistics for government agencies on a regular basis.
