Marriages/Civil Partnership Registration involving foreign nationals
Liverpool Register Office is one of only 76 Registers Offices throughout England and Wales who are able to take notices of marriage/civil partnership where one or both parties are foreign nationals and are subject to immigration control.
If you are a national of one of the countries listed below you are not subject to immigration control and you should give notice of marriage/civil partnership in the usual way to the Superintendent Registrar in your own district(s) of residence.
Foreign nationals who have Right of Abode in the UK are not subject to immigration control and should give notice in the usual way to the Superintendent Registrar in your own district(s) of residence.
For the purpose of giving notice a foreign national is a citizen of a country not listed below:

Belgium

Cyprus
Czech Republic
Denmark
Estonia
Finland
France
Germany
Greece
Hungary
Iceland
Irish Republic
Italy
Latvia
Liechtenstein
Lithuania
Luxembourg
Malta
Netherlands
Norway
Poland
Portugal
Romania
Slovenia
Slovak Republic
Spain
Sweden
Switzerland
United Kingdom
Holders of British Overseas passports are also regarded as foreign nationals for the purpose of giving notice of marriage/civil partnership.
If either party to the proposed marriage/civil partnership is a foreign national subject to immigration control you will need to qualify to give your notice in one of three ways
- A visa issued for the purposed of marriage or civil partnership
or; - A Certificate of Approval to Marry issued by the Home Office (COA)
or; - Settled status in the UK. This is usually referred to as 'indefinite leave to remain' or 'indefinite leave to enter' (ILR).

If you do not have a marriage/civil partnership visa, COA or ILR you must contact the Home Office for advice.
