Corporate assessment
Council's have a corporate assessment every three years. Liverpool's last one was in October 2007.
The corporate assessment looked at how the council operates and covered four core areas:
- ambition
- prioritisation
- capacity
- performance management.
We were also be judged on how well we have worked with our key partners in health, the police, the voluntary sector and government to deliver improved outcomes for local people.
At the same time as the corporate assessment, the council's services for children and young people, the 'joint area review' took place. This is a statutory inspection of children and young people's services that is separate from comprehensive performance assessment, but is carried out at the same time and its score feeds into the corporate assessment. What were the results of the assessment?
On 19 February 2007 the Audit Commission published our corporate assessment report
. We received an overall score of 2.

What did we do with the results?
Following the publication of the corporate assessment report the city council has devised an improvement plan called the strategic innovation and improvement plan (SIIP).

Who carried out the assessment?
The corporate assessment was carried out by a team of inspectors from the Audit Commission. The corporate assessment team, or CAT, is made up of a team leader and inspectors from the Audit Commission and peer reviewers (councillors and officers from other councils).
The members of our corporate assessment team were:
- Ian Davidson - team leader
- Cllr. Robert Light - peer member
- Dr. Eric Fisher - peer officer
- Penny Aspden - team member
- Alex Orme - joint inspector
- Michelle Monaghan - project support officer
When was the assessment carried out?
There was a set-up meeting between the inspectors (including the joint area review inspectors) at the end of July 2007. The council submitted its self-assessment
and the selection of documents that were requested by the Audit Commission. These, along with the analysis week (held 25 - 28 September) were used to inform the on-site visit, that took place 15 - 26 October 2007.
