Purpose of the exercise:

Careline is the council's social care contact service. Careline is available 24 hours a day, every day of the year and provides a central point of contact for enquiries about and referrals to services for children, adults and homeless families. This consultation exercise was designed to quality assure service delivery and confirm that the service is 'fit for purpose' by obtaining feedback from partner agencies.

Who was consulted and how:

Liverpool safeguarding children board agencies were consulted at a meeting held on 5 June 2008.

Who were the results of the exercise reported to:

The results were reported to members of the Liverpool safeguarding children board.

What were the findings of the exercise:

There was criticism regarding communications, access to Careline and the high thresholds required to be met for referral.

What are the changes to the service brought about as a result of the consultation:

The criticisms raised by the consultees have all been addressed:

  • access to Careline social workers has been improved.

  • there is more evidence of feedback following referrals and the thresholds have been changed.

  • a multi-agency referral form (MS Word [301.5Kb] opens in new window), with guidance (MS Word [234.5Kb] opens in new window) has been produced and this is available on the internet and is widely used.

  • a domestic violence pilot is being attached to Careline in partial response to the increasing referral rates and improving practices in dealing with domestic violence.
