Purpose of the exercise:

This exercise monitored the quality and user experience of the older people home care service during a period of change.

Who was consulted and how:

People aged 65 plus, in receipt of home care were consulted via a postal then telephone survey.

Who were the results of the exercise reported to:

The results were reported to:

  • senior service managers
  • the Health and Adult Social Care select committee    

What were the findings of the exercise:

A response rate of 51% was achieved for this consultation. The following are some of their responses:

  • over 15% said they had some control over their daily life, but not enough
  • 70% said they received practical help from friends, neighbours or family members who lived in another household
  • more than 30% said that they had not been told about direct payments  

38% of the respondents received home care from the council's in-house domiciliary care services, with the remainder receiving care from independent care providers.

23 complaints and/or comments were made via the consultation. All these were passed to relevant officers to look into and take the appropriate action to improve the services provided.

What are the changes to the service brought about as a result of the consultation:

The results of the consultation exercise were used to inform service improvements during 2007/08. All providers were notified of all the comments and issues that were raised regarding the provision of their services during the consultation.
