Purpose of the exercise:
To gather the views of key partners and parents to enable the establishment of an overarching parenting strategy for Liverpool. The council then produced a draft strategy
that set out how it entends to meet its obligations in supporting parents in their parenting role. The strategy is also available as a five-page summary![(PDF [29.3Kb] opens in new window)](/images/PDF.gif)
Who was consulted and how:
For the first part of the consultation the following were consulted via presentations, focus groups, the council's website and written requests:
- parents
- schools
- young people
- council services
- elected members
For the second part of the consultation, parents were consulted on the strategy through parenting groups and forums.
Parenting support advisors who returned a form for the parenting audit were sent a letter
, a summary of the strategy
and a consultation response form.
The consultation was also be sent to all councillors and schools.
The draft strategy and consultation response form was also be advertised by the Liverpool Charity and Voluntary Services (LCVS) web broadcast.
The consultation response form was also available for completion online until 18 February 2008.

The results informed the final parenting support strategy and were be reported to the:
- executive member for Children's Services
- executive board
What were the findings of the exercise:
This took part in two phases - the first phase was citywide with parents, children and young people and it took place either on an individual basis or in small groups, to discover their needs and wants. This consultation involved 15 children 0-5 years and 29 parents, 144 children 5-11 years and 75 parents, 113 children 11-19 years and 37 parents, plus 27 fathers, 16 teenage mums and 9 parents of children with disabilities.
This coincided with an audit of provision that was available for groups involved with parenting to contribute through the use of questionnaires. Key stakeholders were invited to a half day on 30 October 2008and a full day conference on 6 December 2007, which included a significant contribution from Parentline Plus, who helped to co-ordinate the responses from the third and voluntary sectors.
The second phase consisted of consultation on the draft strategy and consultation response, which was posted on the LCVS web broadcast on 14 January 2008. This was also sent to all providers who returned a form for the parenting audit, all councillors and schools. .
The majority of the issues raised through this consultation process were already contained in the full strategy The following recommendations were made: that the ADHD Foundation was given greater prominence and that a
glossary of terms was included.

What are the changes to the service brought about as a result of the consultation.
The strategy was amended to include a glossary of terms and Attention Deficit Hyper-activity Disorder (ADHD) Foundation was given a greater prominence. A greater emphasis was also given to the difficulties faced by parents of older children. A family friendly version of the strategy is to be published.
