Purpose of the exercise:
The children and young peoples plan (CYPP) 2006/09 was published in April 2006. It forms part of the 'Every Child Matters' reform programme and helps in driving forward better intergration of children's services provided by the council and its strategic partners.
An evaluation of the CYPP in respect of its progress since its publication in 2006 and a review of the priorities for 2007/08 are statutory requirements. This consultation exercise is part of this process.
Who were consulted and how:
The following were consulted via a questionnaire:
- councillors
- schools
- strategic partners
- parents/carers
- children and young people
Who were the results of the exercise reported to:
The results were reported to the council's executive board
What were the findings of the exercise:
Responses were received from the following. The:
- Liverpool Schools Parliament
- Liverpool Children and Young People Participation Unit
- school council for Leamington Community Primary School
- Liverpool Association of Secondary Headteachers
- Liverpool Parent Carer Forum
- learning mentors at Ranworth Square and St. Lawrence's Church of England schools
- executive member for Children's Services
- Children's Services select committee
- CYPP 0-5 SureStart sub-group
- CYPP 5-13 children and families sub-group
- Community and Mental Health, Royal Liverpool Children's Trust
- Pre-school Equipment and Resource Centre
The following are some of the points that were received.:
- several respondents commented on the comprehensive nature of the draft document, but may also thought that the 2006/07 evaluation was too detailed and it was not easy to see the progress against the targets
- the lack of an overall attendance targets was high-lighted
What are the changes to the service brought about as a result of the consultation:
The following changes have been made to the final document:
- an executive summary has been added
- section three of the document has been amended to provide a summary self-assessment (including judgements) in relation to the achievements and planned developments for each of the give every child matters outcome areas - the detailed reports have been kept as appendices to the document
- the key measures for attendance have been amended
