Purpose of the exercise:
The children and young peoples plan (CYPP) 2006/09 was published in April 2006. It forms part of the 'Every Child Matters' reform programme and helps in driving forward better integration of children's services provided by the council and its strategic partners.
An evaluation of the CYPP in respect of its progress since April 2007 and a review of the priorities for 2008/09 are statutory requirements. This consultation exercise is part of this process.
Who was consulted and how:
The following were consulted via a questionnaire:
- councillors
- schools
- strategic partners
- parents/carers
- children and young people
Who were the results of the exercise reported to:
The results were reported to the council's executive board and full council at their annual meeting on 20 May 2008.

What were the findings of the exercise:
The following feedback was received during the consultation:

the admission policy for local authority funded day-care and the need to prioritise places for children at early years action to ensure early intervention and prevention.

joint training and development for all service providers on the range of learning difficulties and related strategies/service development.

ensuring that views of children and young people inform key decisions by health partners.
-
linking children and young people with adults who have similar disabilities to provide role models, motivation and support.
-
developing the range and availability of support for parents in caring for their children.
-
provision of information about the range of new activities and opportunities available through the Fusion service.
-
extended school activities for disabled children, their affordability and related transport needs.
-
an update concerning the local transport partnership between Travelwise, Merseytravel and others and what this means for parents of children with special needs.
-
information relating to disabled children at risk of disaffection.
-
improvements in transition arrangements at various key points and age phases.
-
access to employment and training by young people with disabilities and the role of Connexions personal advisors.
-
links with Adult Services.

housing needs to support independent living.
-
access to short breaks provision and related resource allocation.
-
shared/single assessments and the need to avoid duplication of questions to parents by a range of professionals.

engaging parents in consultation activities and lines of communication.
What are the changes to the service brought about as a result of the consultation:
The feedback from the consultation contributed to the final version of the CYPP that was endorsed at the councils annual meeting. Changes resulting from the consultation included:

now makes reference to the long-term vision for the city to show that the CYPP is supported by, and contributes to, the sustainable community strategy for Liverpool. -
priority action B2 now makes specific reference to the implementation of domestic strategy actions in relation to children and young people.

priority action E2 now makes specific reference to the new quality standards for information, advice and guidance to be made available to young people.
