Purpose of the exercise:
Under the terms of the Licensing Act 2003, local authorities are required to review their licensing policy statements every three years.
Our current licensing policy came into effect in January 2005 and must be fully reviewed and re-published before the 7th January 2008. As part of this process we have developed a revised draft licensing policy and would like to get the views of anyone who is interested in this policy.
We will carefully consider all responses received to the consultation and will maintain a register of responses, which will be available for inspection on request.
Who was consulted and how:
Members of the public and key stakeholders were invited to read the revised draft licensing policy
and the consultation document
before giving their feedback by completing this short questionnaire.
Emails or letters were also be sent to local councillors, responsible authorities and community organisations inviting them to take part.

What were the findings of the exercise:
Although a number of responses to the consultation were received, many of these were about issues that were outside the remit of the 2003 Licensing Act. As a result of this, only minor amendments to the draft licensing policy statement were required.
There were comments made asking for a cumultive impact policy to be drawn up in certain areas of Liverpool. This would have the effect of not allowing any more licensed premises in an area on the the grounds of crime and disorder. However, this was not added to the current policy so that the publication deadline could be met, but it will be considered during early 2008 as amendments to the policy can be made at anytime.

What are the changes to the service brought about as a result of the consultation:
The only significant change made to the draft policy was that it now recommends that relevant premises should have CCTV and be a member of Pubwatch.
Following this revision the policy was agreed by full council at their 12 December 2007 meeting.
