Consultation on the sustainable communities strategy, the Liverpool area agreement and community cohesion plan

Purpose of the exercise

The outcome of this exercise will be to refresh and develop the sustainable communities strategy, the Liverpool area agreement  and community cohesion plan, which guide the delivery of Liverpool First's objectives.

The consultation will be carried out in two stages:

  • Stage 1 - between November 1st and December 3rd, five 'Your city, your neighbourhood, your say' events were held (one for each of the five neighbourhood areas). These events allowed residents to have the opportunity to influence local and city level policy decisions. An online questionnaire was also available. All the information gathered from this stage will be used in the development on the draft sustainable communities strategy, Liverpool area agreement and community cohesion plan. (See below for copies of the reports for each event.)
  • Stage 2 - between December and March 2008. The second stage will be on the draft documents, and will include work on putting the actual draft documents together using the information gained from the 'Your say' events that took place in stage 1 and sharing this information with the Liverpool First partners.

The finalised Liverpool area agreement will be available in June (and will be signed-off by central government)

The finalised sustainable community strategy 2008 - 2024 is anticipated to be available in September. A separate consultation will be carried out on this prior to final publication.

Who was consulted and how:

Councillors, Liverpool First partners and communities were consulted via:

  • 'Your city, your neighbourhood' events
  • various other events
  • forums 
  • the Liverpool First website        

Who were the results of the exercise reported to?

The results were reported to the:

  • Liverpool First executive board
  • city council's executive board        

What were the findings of the exercise:

Five reports (one for each neighbourhood area) were produced following the 'Your city, your neighbourhood' events:

Some of the key items hi-lighted at the events included:

  • 83% agreeing that Liverpool should aim to be a world class city - to make us world class the top priorities were local decision-making/ the safer, cleaner, greener agenda, competitiveness and making Liverpool a place where businesses want to spend money

  • the top priorities for health were lifestyle, care for the elderly and well-being

  • the top priorities for children and young people were those not in education, employment or training (NEETs) and youth offending/youth work

  • the top priorities for safer neighbourhoods were anti-social behaviour, 'make me feel safer' and community relations

  • the top priorities for crime were drug/substance mis-use, violence and prolific and persistent offenders

  • the top priorities for the environment were cleanliness, housing management and parks

  • the top priorities for economic development were providing training and supporting the unemployed to enable people to get jobs and creating more jobs

What are the changes to the service brought about as a result of the consultation:

The findings from this exercise were used to produce Liverpool's local area agreement and draft sustainable community strategy. We will be consulting on the the draft sustainable community strategy during 2008/09.
