Performance management and the LAA

Performance management is important as it enables partners to:

  • focus on agreed priorities, to improve the quality of life of our residents  
  • set targets to help us drive and measure our progress 
  • identify and tackle issues where our performance is not on track 
  • improve accountability between partners and with our customers 
  • help improve the  effectiveness of partners joint work      

Each of the four blocks of the LAA has measures (performance indicators) and targets, set for three years (2007/08 - 09/10), but currently being reviewed so that Liverpool's area agreement continues to reflect local priorities, whilst taking into account the new national performance framework for local authorities and their partners. This new performance framework places the LAA at its heart, with up to 35 (plus 15 children's services) of the new national 198 performance indicators being the key way central government and its inspectors measure public sector performance within the city. 

The 2007 local government act places LAAs on a statutory footing, with all named partners having a duty to co-operate in the agreement of LAA targets and to take these targets into account when carrying out their day-to-day work.
