Performance management framework

What is performance management?

In a nutshell, performance management is being clear about setting priorities, establishing proper measures, agreeing specific actions, implementing them and then reviewing the outcome. This means defining:

  • what we want to do 
  • how we intend to do it 
  • how well are we doing 
  • what we should do next

The plan-do-review-revise framework

  • Plan - based on current performance, prioritise what needs to be done, identify actions that need to be taken and plan for improvement using appropriate measures and targets 
  • Do - make sure the proper systems and processes are in place to support improvement, take appropriate action, manage risk and help people to achieve better performance 
  • Review - understand the impact of our actions, review performance, speak to users and stakeholders about their experience of performance 
  • Revise - use the lessons learned from the review to change what we do so that future actions is more efficiencies and effective      

This framework emphasises that performance management should be embedded in everything that we do and that it is a continuous process. The plan-do-review-revise cycle take place at many levels, that is, at team and individual, service, corporate and community strategy levels.

The council's performance management framework assists managers to systematically think through how:

  • their service addresses the high-level corporate priorities 
  • their service planning links through to, and drives, team planning, work programmes and actions. These, in turn, inform individual work programmes and personal review and development.
