Neighbourhood agreements

What is a neighbourhood agreement and what will they be used for?

Neighbourhood agreements (NA) are the primary service planning documents for neighbourhoods. They are used by the council, and its partners, to drive forward improvements in local services. 

The neighbourhood agreements will: 

  • establish the delivery and performance arrangements that are going to be used to improve services and the quality of life of local residents
  • inform partner agencies' investment and service planning decisions at both the city-wide and neighbourhood levels
  • strengthen local political leadership and governance
  • also assist in delivering the city-wide commitments set out in the Liverpool area agreement.   

The agreements will be used to update our public-facing community charters delivered to every Liverpool resident. These charters include the level of standards residents can expect from services and information on what they can do to improve their neighbourhoods - see community charters.

What do neighbourhood agreements include?

Each agreement includes:

  • the local context 
  • the issues and key priorities for the neighbourhood
  • an outline of the neighbourhood's governance arrangements
  • the performance measures for the neighbourhood, with local targets (appendix 1)
  • data on the key issues (appendix 2)
  • information on the various theme-based neighbourhood partnerships that operate in the neighbourhood to drive forward service improvement.  

Who will be involved in delivering neighbourhood agreements?

The agreements will be co-ordinated by the Neighbourhood Management service and will involve our partners, including the Police, Job Centre Plus, the Primary Care Trust, Merseytravel, Liverpool Charity and Volunteer Services and Connexions. 

How will the neighbourhood agreements be monitored?

The agreements will be monitored by the six-ward (or joint) neighbourhood committees, which are comprised of the 18 ward councillors from each neighbourhood, together with key local stakeholders, including the voluntary and community sector. The various theme-based neighbourhood partnership groups will define the detailed action to take forward the priorities set out in the agreement. The thematic groups will report their progress to the six-ward committee, who will also receive progress reports on the measures listed in appendix 1.
