In each case, we show our performance against our published targets, and summarise achievements. These are present under the aims of the council in operation in June 2003, i.e.:
- Aim 1: improving services, giving guarantees of service quality, value for money and doing things right first time

- Aim 2: ensuringLiverpoolcitizens are well educated, improving the quality of education for people of all ages and helping raise school attainment
- Aim 3: making Liverpool a healthy, cleaner, greener, safer place, enhancing residential areas, protecting open spaces, promoting community safety and giving special attention to the city centre
- Aim 4: creating an enterprise culture to enable local people to get jobs, in a business friendly environment that encourages businesses to invest in the city and its people
- Aim 5: placing the city at the forefront of delivering services electronically
- Aim 6: by achieving Best Value, delivering these aims while keeping the council tax as low as possible
