The leader of the council
The leader of the council is the most senior elected member in the council. The leader provides vision, direction and drive for the city and directs the strategic policy and budget aims of the council. The leader is a key figure in the council's relationship with central government and works with both public and private partners to ensure the delivery of quality services to the community.
After he's been appointed at the annual general meeting, the leader recommends the names of the councillors who are to serve on the executive board and their roles and responsibilities for approval.
The leader also represents the council to the region, business and voluntary sectors and local, national and international organisations by negotiating, advising and working in partnership with them as appropriate.
The leader is appointed each year by the council at its annual general meeting and is usually the leader of the party with the most councillors. The present leader is Councillor Warren Bradley.
The leader chairs meetings of the executive board, which is responsible for the key decisions that affect the whole city, and oversees work in relation to co-ordination of the promotion and marketing of the city as a whole.
The leader ensures that there is a co-ordinated and strategically planned approach to the Capital of Culture celebrations in 2008 and city's 800th birthday celebrations in 2007 and to lead on the international links for Capital of Culture.
The leader is also responsible for producing the council's forward plan ,which gives details of the likely key decisions to be taken by the executive board during the course of the next four months.
