Important Notice 

Long-term empty rate charge discount ended

As from the 1 April 2007 the discount of 50% for long-term empty properties has ended. From the 1 April 2007 when a Council Tax property becomes empty an exemption is applicable for any period of less than six months during which no one lives in the property and it remains substantially unfurnished. At the end of the six months, if the property is still vacant and a different exemption is not applicable, then there is a liability for 100% of the charge.

The policy has changed to promote the quick renovation, clearance and re-letting of empty properties in the City.

What is Council Tax?

Council Tax is a local tax set by local authorities in order to meet their budget requirement. It helps pay for the services Liverpool City Council provides for the citizens of Liverpool.

These services include:

  • Schools
  • Community centres
  • Street lighting
  • Rubbish collection
  • Youth and sports centres
  • Libraries
  • Swimming pools   

It also pays for our contribution towards:

  • Police
  • Fire and civil defence
  • Public transport
  • Rubbish and waste disposal for the people of Merseyside
  • Protecting the North West of England against flooding   

People who live in Sefton, Knowsley, Wirral and St Helens also contribute towards the cost of these regional services.

Do I have to pay Council Tax?

You have to pay Council Tax for most properties. There is one bill for each property whether it is a house, bungalow, flat, maisonette or mobile home or houseboat and whether it is owned or rented. The bill sent to you at the beginning of the financial year allows you to pay in 10 monthly instalments.

How is the cost of my Council Tax worked out?

The normal Council Tax bill is based on 50 percent property element and 25 percent each for two (or more) people in residence.

Council Tax Relief for troops on operations

Armed Forces Regular and Reserve Service (Full or Limited Commitment) personnel deployed to Iraq and Afghanistan and other operational locations who pay Council Tax for a property in the UK will receive financial support through a flat-rebate payment over a six month tour of £145.  The rebate will be added to the tax-free Operational Allowance paid at the end of an operational tour in Afghanistan or Iraq.
