Appeals

You can appeal if:

  • You believe that your property may be in the wrong valuation band; or
  • You believe that you do not have to pay council tax       

How do I make an appeal?
You should contact the Listing Officer, giving the reasons for your appeal, at:

If you believe that your property may be in the wrong valuation band
You should bear in mind that all Council Tax valuations are based on the price a property would have fetched if it had been sold on 1 April 1991. Any increase or fall in a property's value which results from general changes in the housing market since then will not affect its valuation. The movement in general prices will not be a reason for changing your Council Tax band.

If you believe that you do not have to pay Council Tax
You may also appeal if you think that you do not have to pay Council Tax. Examples of this may include:

  • you are not the resident or the owner
  • your property is exempt
  • you have been refused a discount or reduction you think you qualify for
  • a mistake has been made in working out your bill.       

Do I still have to pay my Council Tax during my appeal?
Yes, you must continue to pay. Making an appeal does not allow you to stop paying your Council Tax payment. You must pay the Council Tax according to the bill sent to you. If an appeal is successful, we will send you a refund of any overpaid tax.

What if I am not satisfied with the result of my appeal?
If you disagree with any decision made or your appeal has not been dealt with within two months of receiving it, you may appeal further to the Merseyside Valuation Tribunal at the following address:
