Electoral pilot scheme evaluation 

In response to a prospectus issued to local authorities in England inviting applications for electoral pilot schemes at the May 2006 local elections, the metropolitan authorities of Knowsley, Liverpool, St Helens and Sefton submitted an application to pilot a series of innovations including:

• the printing of a barcode on postal ballot materials to facilitate the creation of a marked register of postal votes 
• the inclusion of a printed official mark on ballot papers as an alternative to the perforated mark provided by a stamping instrument
