Scrutiny panels
From time-to-time select committees recognise the value of task orientated scrutiny panels as a fruitful means of enabling effective scrutiny, particularly where there is an issue or area of policy that requires discreet and in-depth, but time limited, analysis or investigation.
When a scrutiny panel is set up, the select committee is responsible for establishing the scrutiny panel's brief and appointing its membership and chair. These are usually members of the select committee who express an interest or have the relevant skills and experience.
All scrutiny panels will be expected to spend some time project planning before beginning a scrutiny inquiry.
Reports prepared by the scrutiny panel, with assistance from supporting officers, will be presented to the parent select committee for approval, before they are presented to the executive.
2008/09 scrutiny panels.
The following scrutiny panels have been set up by the select committees during 2008/09.
Regeneration select committee:

Regeneration and Economic Development select committee:
City centre movement strategy scrutiny panel - view the agendas and minutes for this scrutiny panel. This panel reviewed the four aims of the city centre movement strategy, taking evidence from a variety of witnesses to see if the strategy was fit-for-purpose and was fulfilling the desire to make the city more user friendly. Review of higher education funding scrutiny panel - view the agendas and minutes for this scrutiny panel. The panel examined the impact of the forthcoming Government review of higher education funding on the city's economic development and regeneration. Read this panel's report.
Sustainable Environment select committee:

Parks strategy and management scrutiny panel - view the agendas and minutes for this scrutiny panel. This panel scrutinised the delivery plan for the parks and park lakes strategy. In particular, the eight targets identified for parks, the six prinicipal aspects of park lake management and related matters to ensure that they add value, are fit-for-purpose and are achievable. Children's Services select committee
Special educational needs (SEN) strategy scrutiny panel - view the agendas and minutes for this scrutiny panel. This panel scrutinised Children's Services' SEN and disability policy and strategy with regard to the Every child matters outcomes. They also covered a range of issues around the implementation of the SEN policy, including how children are assessed and the role and involvement of outside agencies. Childhood obesity scrutiny panel - view the agendas and minutes for this scrutiny panel. This panel examined the measures and policies in place to address levels of childhood obesity. The panel worked with the Primary Care Trust and Liverpool John Moores University to prepare a number of detailed recommendations to increase physical activity and promote healthy eating.
Strategic school organisation - this purpose of this panel was to determine and make recommendations on a framework of principles to underpin strategic school organisation decisions. Read the report that was written following this panel's work.
Non-local authority placements - this panel consider the issues relating to the non-local authority placement budget.
Health and Social Care select committee
Health and adult services scrutiny panel - view the agendas and minutes for this scrutiny panel. This panel considered at wide variety of issues including:

commenting on the 'Standards for better health declarations' to the Healthcare Commission by the various local NHS trusts.

scrutinising proporsals for formal consultation by Liverpool Primary Care Trust on a 'new health service for Liverpool'.

considering the progress made with the Liverpool alcohol strategy and Smoke Free Liverpool.

evaluating the framework for dermatoloogy integrated clinical assessment and treatment service.

Neighbourhoods and Housing select committee
Housing market renewal scrutiny panel. - view the agendas and minutes for this panel. This panel:

evaluated the underlying premise and rational of the housing market renewal initiative in Liverpool.

scrutinised the effectiveness of the market interventions made to date, particularly in the declared renewal areas.

considered and evaluated alternative courses of action and brought forward practical proposals for change.

looked into Liverpool's Anti-social Behaviour unit.

reviewed the mediation and diversionary projects for young people operated by the Youth service and the Youth Offending team
