This committee is responsible for the:

  • robustness of financial planning and management, including the medium-term financial plan, the annual budgeting process and spend, audit activities, procurement and treasury management strategy and practice.  
  • progress against the recommendations made in the corporate assessment, as taken forward via the council's strategic innovation and improvement plan (SIIP).
  • effectiveness of performance management arrangements in the authority, including progress agains the council's corporate aims and priorities as set out in the corporate plan.
  • council's approach to the management of risk, including the corporate risk register.
  • arrangements the council has in place to secure value for money, with particular emphasis on high cost, low performing services provided both internally, and with service delivery partners.
  • ICT used with the council and by our customers.
  • council's HR issues, including the workforce development strategy, health and safety and occupational health functions.
  • Revenues and Benefits service, scrutinising council tax collection, non-domestic rates and community charge, housing benefit, council tax benefit, education awards, the Benefit Maximisation service, and the Corporate Debt team.
  • council's response to the new national performance regime for local government and our partners, the comprehensive area assessment.
  • performance of service partners and joint ventures.
  • outcomes of service reviews relevant to the responsiblities of the select committee.
  • council's role in European affairs.
  • receiving and monitoring progress with improvement plans arising from external inspection reports.
  • decisions of the executive board, the deputy Leader and the executive member for Corporate Performance.
