This committee is responsible for the following areas - education, worklessness, JETs (jobs, enterprise, training), adult learning, children's centres, schools, libraries and sports to meet the council corporate aim (aim 2) - to empower our residents and the following priorities:

confront barriers to employment and training through lack of access, deprivations, discrimination and poor health to ensure provision of a highly skilled workforce.

developing first rate education and training from early years and further position Liverpool as a prime destination for post graduate retention.
The committee will review performance against this aim and these priorities by scrutinising and making recommendations by:
- ensuring that the council provides services that support the development of educated communities across the city enabling them to take up the opportunities offered through the regeneration of the city, by removing barriers to employment and training through lack of access, deprivation, discrimination and poor health to ensure provision of a highly skilled workforce.
- developing first rate education and traiming from early year by supporting schools to improve educational achievement and contribute to the fice outcome areass of 'Every child matters'.
- monitoring the development and implementation of the city's building schools for the future (BSF) programme to transform education for secondary age pupils in the city.
- considering service options and implications prior to budget recommendations being made to the executive board, and to consider the outcomes of service reviews.
- upholding the role and contribution of children and young people in determining the policy direction and the design of service provision.
- reviewing and scrutinising any matter relating to the planning, provision and operation of services for the purposes of the Children Act 2004.
- monitoring the implementation of the children and young people's plan.
- working with higher education institutions on graduation retention and research.
- monitoring the city's sports and recreation strategy
- scrutinising decision of the executive board and the executive member for Education, Skills and Employment.
- reviewing the Library and Information service and the library plan.
- overseeing the management and operation of the Liverpool JET service.

During 2008/09 this committee will have three scrutiny panels. These are:

Adult Training and Development Services JET.

Children and Young People Plan evaluation and refresh and improvement plan.

Pupil Referral Unit (against the back drop of the action plan proposals - view the agendas and minutes for this scrutiny panel.
This committee also has three monitoring panels that have been established to monitor the progress made against recommendations made by previous scrutiny panels. There are:

Black and Racial Minority Attainment.

Childhood Obesity.
