The remit for this committee will incorporate adult care, health, children's care and safeguarding in order to meet the council's aim (aim 2) to empower our residents and the following two priorities:

  • ensure effective safeguarding, inclusion and opportunity for the most needs and excluded groups in the city, providing equality and real opportunity for improvement and enhanced quality of life.

  • confront barriers to employment and training through lack of access, deprivation, discrimination and poor health to ensure a highly skilled workforce.

The committee will review performance against this aim and these priorities by scrutinising and making recommendations by:

  • commissioning arrangements for health and social care and the management and delivery of care services for adults and children.

  • reviewing decisions of the executive and partner agencies relating to the delivery of care services for adults and children.

  • reviewing decisions of the executive and partners agencies relating to adults and childen for who the authority has a statutory duty of care.

  • reviewing safeguarding services including the work programme and activities of the  Local Children's Safeguarding Board and the Children and Young People's Partnership as and when appropriate.

  • reviewing the supporting people programme and homelessness.

  • considering service options and implications prior to budget recommendations being made to the executive board, and to consider the outcomes of service reviews.

  • improvement plans arising from external inspection reports.

  • receiving Ofsted inspection reports on regulated services through the Corporate Parenting sub-group.

  • monitoring and reviewing the work of the adoption panel; arrangements for foster care and support for looked after children through the Corporate Parenting sub-group.

  • scrutinising decisions of the the executive board and the executive member for Health, Care and Safeguarding

  • reviewing the role and contribution of children and young people in determining the policy direction and the design of service provision.

  • reviewing and scrutinising any matter relating to the planning and commissioning of services through the Partnership Agreement with Liverpool PCT under Section 31 of the Health Act 1999.

  • planning and operation of health services by acting as the counci's overview and scrutiny commitee for the purposes of the Health and Social Care Act 2001, and the relevant provisions of the Local Government and Public Involvement in Health Act 2007.

  • ensuring the powers vested in the committee by virtue of the Health and Social Care Act 2008 being exercised by the Health and Adult Services scrutiny panel when looking at NHS issues.
