Membership and meeting of the committee

There are 15 elected and eight advisory members on this committee. The advisory members include representatives from the health authority, the voluntary sector, community health councils, the Liverpool Foster Care Association and the Liverpool Association of Disabled People.

This committee is responsible for:

  • the planning and operation of health services  by acting as the Council's overview and scrutiny Committee for the purposes of the Health and Social Care Act 2001, and the relevant provision of the Local Government and Public Involvement in Health Act 2007

  • the powers vested in the Health & Adult Social Care Select Committee by virtue of the Health and Social Care Act 2001, be exercised as appropriate by the Health and Adult Services Scrutiny Panel when looking at NHS issues

  • commissioning arrangements for health and social care and the management and delivery of  care services for adults and children

  • decisions of the Executive and partner agencies relating to adults and children for whom the authority has a statutory duty of care

  • the Supporting People Programme

  • improvement plans arising from  external Inspection reports

  • safeguarding services including the work programme and activities of the LSCB Local Children's Safeguarding Board and the CYPP Children and Young People's Partnership as and when appropriate

  • receive Ofsted inspection reports on regulated services through the Corporate Parenting sub-group

  • monitoring and reviewing the work of the adoption panel; arrangements for foster care and support for looked after children through the Corporate Parenting sub-group 

  • the role and contribution of children and young people in determining the policy direction and the design of service provision

  • review and scrutiny of any matter relating to the planning and commissioning of services through the Partnership Agreement with Liverpool PCT under Section 31 of the Health Act 1999.
