Overview and Scrutiny select committee

This committee is responsible for:

monitoring the progress on the corporate assessment recommendations - as taken forward via the strategic innovation and improvement plan theme 3 organisational culture and governance.

reviewing the effectiveness of the city council's governance arrangements.

reviewing the governance and effectiveness of the city's principal strategic partnership i.e. Liverpool First, and its underpinning strategic issue partnerships (SIPs), including progress on the targets set out in Liverpool's local area agreement (LAA).

scrutinising the council's response to external inspection recommendations and post-inspection improvement plans for - freedom of infomation practice, ethical governance, the annual governance statement and the governance aspects of the annual audit and inspection report.

reviewing the council's user focus and engagement, including consultation, communications and access.

considering service options relevant to this select committee and the implications prior to budget recommendations being made to the executive board, and to consider the outcomes of service reviews.

reviewing the effectiveness of the council's forward plan.

reviewing the operation of the select committees to improve the quality and challenge of scrutiny.
-
advising the select committees on the appropriate arrangements for scrutinising and monitoring the operation of external organisations and partnerships and ensure that this is included in the work programmes for the relevant select committees.

reviewing members' training, development and support.

reviewing the results from the annual survey of members' satisfaction and to make subsequent recommendations.

receiving performance management reports from select committee chairs.

monitoring the council's legal, committee services, licensing and registrar functions.

receiving an annual report on the work of select committees during the previous year.
-
scrutinising the decisions of the executive board and the executive members for Corporate Performance and Ethical Governance.
