Select committees
Select committees do not make decisions, but they have the power to review the decisions that have been made or actions that have been taken. They can 'call-in
' decisions, which gives the committee the opportunity to questions why a decision has been made. It also means they can gains a clearer understanding of how the decisions can affect individuals.
The aim and role of select committees
includes:
- holding the executive to account
- conducting policy review exercises
- reviewing service performance
- contributing to audit exercises and inspections and service improvement reports
- carrying out external scrutiny

- devising and pursuing an annual work programme
Members of select committees
Each select committee is composed of elected members in proportion to the political composition of the council. They can also have advisory members , who can't vote and co-opted members who can. Executive and assistant executive members attend the select committee for their portfolio area, but they do not have voting rights on the committee.
Each committee has a chair and deputy chair
who manage the meetings, committee clerks take the minutes. Read the terms of reference for each select committee (the terms of reference for the 2008/09 select committees will be added here once they are finalised).
