Ethical governance portfolio

Councillor Paula Keaveney is the executive member for this portfolio. She has specific political responsiblity for the ethical standards and governance elements of the council's corporate improvement programme and for legal, licensing, registrars and committee services and also leads on the council's user focus and engagement agenda, including consultation and communications, in order to ensure that council services are responsive and accessible to our customers.This includes responsiblity for (see 'further information' below for the full roles and responsiblities for this portfolio):

  • enhancing corporate capacity by ensuring that:

    • the council's governance arrangements conform to best practice standards.

    • members and officers' behaviour accords with the standards and our own organisational values.

    • relationships within the council, and with partners, promote mutual trust and respect.

    • scrutiny supports the achievement of our aims and priorities.

  • ensuring that the council's communications are effective and integrated and meet the needs of the various internal and external audiences.

  • ensuring that governance arrangements, and member/officers' behaviour assists the achievement of the councils three aims and the key milestones and targets set in the:

  • promoting equality and reducing inequality by ensuring that council, and partners', policies and services are customised to meet the different needs of our diverse customers and communities.
