The chief executive
Colin Hilton was appointed as chief executive of the City of Liverpool in July 2006. He is a member of the North West Regional Improvement and Efficiency Partnership, the Liverpool Arena and Conference Centre Board, the Tenants Services Association Provider Panel and chair of the North West Climate Change Advisory Panel and chair of Citysafe.
Born and educated primarily in Merseyside he graduated from the University of Wales and taught for 10 years in Bridgend, Coventry and the USA. He has worked for Buckinghamshire, Knowsley and St. Helens Councils before coming to Liverpool in October 1999 as Executive Director for Education, Library and Sports Services.
Colin has acted as an education adviser to the Local Government Association, was a member of the Tomlinson working group on 14-19 education and has supported a number of local authorities subject to intervention. In January 2006 New Year's Honours he was awarded the CBE for services to Education.
Liverpool is a city in transformation. Regeneration has changed the face of Liverpool and its economy has grown in recent years through Liverpool One, Liverpool Science Park, and the Arena and Convention Centre, Liverpool. GCSE results are improving at a faster rate than elsewhere. The city's reign as European Capital of Culture raised its national and international profile last year and plans are in place to reap the benefits. Across the spectrum of councils services Liverpool has improved with inspectors on 9 December awarding Liverpool City Council three out four stars and a green flag in the new Comprehensive Area Assessment.
The chief executive advises the leader of the council, and the executive board and also attends the meetings of the full council.
