Executive director for finance and legal services
The executive director for Finance and Legal Services is Phil Halsall. He is also the council's chief finance officer.
About Phil
Phil started his career in 1979 as a trainee accountant with Sefton Metropolitan Borough Council. In 1988 he became a director of a major international management consultancy, Coopers and Lybrand.
From 1996 to 2000 he was chief executive of South Ribble Borough Council (a district council serving a local community of 102,000 people).
Has been with Liverpool City Council since March 2000.

- property and asset management
