The Housing and Neighbourhoods Service plays a big part in putting into practice the city's big regeneration schemes.  We want local communities to gain from high quality local services and their area to revive.  

To do this, we work with:

  • Residents 
  • The European Commission 
  • Major public agencies 
  • Businesses  
  • Developers  
  • Local people        


The service is split into a number of areas:


Housing Strategy and Investment 

This team produce and monitor the housing strategy for the city, making sure that national and regional housing and regeneration policies are reflected.

Each year they produce a Housing Strategy Statement.  This helps the City decide how and where we should invest the money we have to improve housing and housing conditions.

Housing Investment Programmes & Performance Team 

This team oversees big funding schemes for housing.   They are responsible for:

Tenant Involvement Service 

This team helps Council tenants to have more say on the housing service they receive. To do this, they work closely with tenants and residents associations. Together, they have published a tenant's compact - an agreement which explains the service quality and standards which tenants can expect.

Agency Services 

Agency Services supports the private sector renewal strategy.  They complete surveys to help improve shop fronts, open areas and property boundaries; and to plan demolition schemes.  

The team carry out the following for Council tenants:

  • help disabled tenants with garden maintenance
  • manage disabled facilities grants
  • manage renovation grants 
  • manage disabled adaptations 
  • they played a key role in the development of Home Improvement Agencies; and support and supervise Liverpool's local care and repair service.

The Liverpool Asset Management Programme (LAMP) 

This team gives housing market and investment data to investors and developers.   They provide analysed statistics on more than 30 areas including:

  • Crime; 
  • Poverty; 
  • Housing market variables  
  • Education standards.      

This is used to understand and predict housing trends in a variety of areas of the city.

Business Improvement District 

The BID team manage the first business improvement district in the city.   They provide extra street maintenance; security and marketing over and above those done by the Council and its partners.   They work with companies in the district to find extra services that add value to their trading environment.   Find out more about our Business Improvement District.

Housing Market Renewal Initiative 

This team leads the revival of the inner core of the city.   Of special importance are changes to the housing market; to make the city a better place to live.   They work with private developers and housing associations to offer more housing choices for residents.  Find out more about the Housing Market Renewal Initiative.

Housing Repairs Partnership 

This team monitors the repairs and maintenance service to the councils 17,500 council tenants.   They monitor the performance of the repairs contractor and manage the repair budget.

Neighbourhood Management 

This is the council's new approach to joined up local services.   It offers easy access to services; tailored to local needs through seven local teams.   It brings together the housing management, environmental action, cluster partnership and JET teams.  Find out more about Neighbourhood Management.
