Policy, Programmes & Performance
Policy, Programmes and Performance has a number of teams who look after a wide range of regeneration policy and funding issues.
Our key role is to take Government policy and turn it into reality as a programme of actions for Liverpool.
The Division's key projects include:
- improving the local economy,
- regenerating North Liverpool,
- Housing Market Renewal Initiative,
- the impact of Capital of Culture,
- Neighbourhood Action Plans,
- Mersey Waterfront Regional Park,
- and many more.
Most importantly, we look after more than £500 million worth of schemes. We have also helped to attract more than £300 million into the City through the Objective 1 Programme.
The teams within this division are as follows:
Policy and Development
This team contains a number of smaller sub-teams, each with specific responsibilities:

Enterprise, Economic Development and Information Team who develop new policies to support regeneration in the city. They collect important facts and figures about Liverpool to help us identify trends, and suggest new ways to make things better. Environment and Sustainable Neighbourhoods Team who set the context for sustainable regeneration in Liverpool. They make sure the best use is made of land available in the city. The team also talks to government about what Liverpool actually needs, and how government policy should perhaps be changed to help cities like ours'. The team looks after our key sustainability and environmental projects.
- European Affairs offers support, training and guidance to people who want to apply for funding from the various European pots of cash on offer to the city through Objective One and other funding sources. They also programme manage successful applications and projects, and lobby European Union institutions including the European Commission and European Parliament on key policy programme issues.
- New Anfield oversees regeneration of the Anfield Breckfield area of North Liverpool. In particular, the team co-ordinates the Liverpool Football Club and Liverpool City Council joint working proposals for the historic Stanley Park and surrounding area.
Programmes and Contracts
Consists of three teams who monitor spending on a range of funding streams.
- Accountable Body Monitoring Team
Manages funding allocated to the Culture Company, Housing Market Renewal Programme amongst others. - Single Programme Team
Manages a range of grant funded programmes, not only within the Council but also sometimes on behalf of other partner agencies. The team provides a holistic service that helps project deliverers ensure their project is delivered on time, to budget and within the relevant grant funding rules. - Local Enterprise Growth Initaitive (LEGI)
Monitors the £22 million funding LEGI programme directed at encouraging and supporting new businesses start up and succeed in the North Liverpool area.
Business Management
Looks at how we can improve what we do through better use of resources and skills. The team looks after several of the main business areas including service planning and delivery, performance management, quality, operational research and development, information systems & customer care.
The team also support both Regeneration and other Portfolios to improve services through business excellence initiatives such as :
- Investors in People
- Chartermark
- Quality Standards : ISO 9001 (Quality Management), 14001 (Environmental Management) and 27001 (Information Security).
The Executive Support Services team provide comprehensive support for the Regeneration Management Team.
