Planning & Transportation is divided principally into three major service areas which deliver services to the public either directly, or through contract or partnership arrangements.


Parking Services

Has responsibility for the delivery of the City wide Decriminalised Parking Enforcement, On & Off Street Pay & Display parking provision, residents parking scheme permits.


Planning and Building Control

This area looks after all building development in the City.   They are at the heart of the changes to the City, and have played a major part in Liverpool's many award winning projects.

The team prepares:

  • local planning policies;  
  • development plans, and  
  • design guidelines.  

It also contributes to forward thinking and top quality designs; through the planning applications process. 

There are five sub teams in this area: 

  • Development Control:  This team regulates how the city develops and uses its land; considers planning applications and appeals (over 300 a year); and takes action where breaches of control take place.

  • Development Plans:  Prepares plans which say how land in the city can be used.  The most important of these is the Unitary Development Plan, a plan we must produce by law. It has policies and proposals to give the basis for decisions on planning applications.  It contains policies and proposals, which provide the basis for the Council's decisions on planning applications and Supplementary Planning Guidance notes.  These help to explain in more detail the Council's planning policy requirements for car parking, landscaping, disabled access etc. 

    The team also prepares policies for open space and retailing and has a key role in monitoring housing land supply and development.

  • Urban Design & Conservation: this team protect and enhance the City's Conservation Areas and Listed Buildings. They also promote good urban design, and played a major part in the City's World Heritage Site status.

  • Building Control: a team that oversees construction and demolition of building projects.  This ensures the health and safety of occupiers, public and visitors to the City.   The team also take enforcement action if building owners leave them unsafe.

  • Business Support give support to the above services. They:- 
    • register and validate all Planning and Building Control applications
    • send out consultation letters and issue decisions for all applications
    • do land charge enquiries for all aspects of Planning and Building Control
    • provide site histories

Transportation 

Working closely with several partners and service providers, Transportation provides key street based services throughout the city, client managing all highway, footpath and street lighting maintenance in partnership with Enterprise-Liverpool.  Other key services managed by the division include the council's Local Transport Plan, the City Centre Movement Strategy and road and pedestrian safety including school crossing patrols.
