Sure Start
Liverpool Sure Start Service is an integral part of Liverpool Children's Services.
It is responsible for delivering the objectives set out in:
- The Government's 10 Year Childcare Strategy
- The Childcare Act 2006
- The Education Act 1998
Sure Start is supported by the following teams:
Children's Centre Team
This team develops children's centres across the city. These deliver multi-agency services for children under five and their families including:
- early intervention and family support
- childcare and early education
- support from health and employment services.

Nursery Education Grant Team (NEG)
The NEG Team manages the register of early years' providers.
They ensure that childcare providers who are registered to deliver free education sessions for three and four year olds comply with national and local conditions of grant funding.
Foundation Stage Consultant Team
This team supports and improves the quality of early years provision in the statutory, and private, voluntary and independent (PVI) sector.
They meet the education and development needs of children up to the age of five.
This includes supporting settings in addressing the needs of children with SEN/disability. This is done through Area Special Education Needs Co-ordinators (SENCOs).
Liverpool Childcare Team
The Childcare Team was previously known as the Early Years Team.
They are responsible for:
- creating and sustaining childcare places within day nurseries, childminder settings and out of school clubs for children and young people aged 0-16 years
- supporting the Extended Schools initiative
- providing dedicated support staff, training and funding programmes for all registered childcare providers from the statutory and PVI sectors.
Liverpool Childcare Team carries out an Annual Childcare Audit to identify and map the provision of childcare in the city and to highlight where any gaps may exist.

Liverpool Children's Information Service
Liverpool Children's Information Service provides parents, carers, workers and employers with accurate, up-to-date information on childcare facilities in Liverpool.
They can:
- direct you to related children's support services
- give advice and support on childcare recruitment
- give pre-registration advice and support if you wish to register as a daycare setting or childminder.
