Statutory Proposals
We publish Statutory Notices of proposed changes to School Organisation in Liverpool on the Schools and Colleges page of the web site.
Liverpool Primary School Review 2008
Over the next 18 months Liverpool City Council will be reviewing primary school organisation across the City. The government has promised money to improve at least half our primary schools over the next fifteen years. This will help us to re-structure primary school buildings giving us the flexibility to deal with changes in population.
The keys aims of the review are to:
Improve quality and standards
Secure the entitlement of every child in Liverpool to the Every Child Matters outcomes which are:
Enjoy and Achieve
Be Healthy
Stay Safe
Make a Positive Contribution, and;
Achieve Economic Well-Being
Support community regeneration
Maintain diversity and promote parental preference
Background to the Review
There are 32,688 primary school children in the City. The number has fallen by roughly 1,000 a year for the past ten years. Although the rate at which it is falling has now slowed, we still expect it to fall by the year 2013 to 30,356 - a loss of another 2,000 children. This fall in population has left 27 schools in the city with more than quarter of their places empty.
Over the next five years the number of schools in this position is likely to rise to 38 so the Local Authority needs to find ways to address this problem.
Phase One
Phase one of the review covers the Kirkdale, Everton and Croxteth wards of the City.
Copies of the full review document for each area and a short summary document can be downloaded below. A copy of the summary document has been given to parents of children attending primary schools in the area.
For the majority of schools there are no specific proposals.
Where a proposal would involve major changes to a school we will hold meetings for staff, governors and parents at that school to explain the proposal in more detail and to hear people's views. Details of any meetings we have planned in Phase One are given in the summary documents.

The City Council is consulting on proposals for the future of secondary school provision in the Clubmoor, Croxteth and Norris Green Area.

The School Organisation Plan (SOP)
We published the first SOP in 1999. It covered a five year period. The SOP:
- highlighted issues relating to school provision;
- outlined the action needed to address those issues;
- included statistics and projections; and
- contained policies and principles for school organisation.
It did not include specific proposals.
We continued to publish it each year until 2003.
The 2003-08 School Organisation Plan

The SOP has now been replaced by the Children and Young People's Plan.
We have continued to update the statistics and projections. There are updates for each year since the SOP was last published.
