The Joint Area Review (JAR) 2007
What is it?
The Joint Area Review (JAR) is a new kind of integrated inspection using a common approach based on the Framework for the Inspection of Children's Services.
The JAR will:
- Focus on the five outcomes for children and young people identified in the Every Child Matters Outcomes Framework.
- Evaluate the collective contribution made to these outcomes by relevant services.
- Report on the well-being of children and young people in Liverpool, covering services available to everyone.It also covers services that are preventative or targeted to specific groups such as those who :
- Are vulnerable.
- Have learning difficulties.
- Have disabilities.
- Are being looked after by the City Council.
- Examine how local services gather and respond to the views of users, parents and carers, ensuring they involve children and young people.
- Include an enhanced youth service inspection.
Who undertook the JAR?
The inspection was undertaken jointly by inspectors from:
- Ofsted
- Healthcare Commission
- Audit Commission
- HMI Probation
The lead inspector was Jean Kendall HMI.
When did the JAR take place?
The JAR was undertaken between 15 and 26 October 2007 along with an enhanced inspection of the youth service. Please refer to 'The Process' section for further details relating to the investigations that were undertaken.
What was the outcome of the JAR?
The JAR report was published on 19 February 2008. You can find this on the Ofsted website:
The enhanced youth inspection report was published on the same day.
What was our response?
Actions being taken in response to the JAR report have been incorporated within the refresh of Liverpool's Children and Young People's Plan (CYPP) for 2008/09 which has now been published following approval by Liverpool City Council and local strategic partners. CYPP The CYPP refresh shows the relationship between inspection and assessment outcomes and our strategic agenda for children and young people.
