The process
What will be involved?
A briefing pack has been received from Ofsted which also provides further information concerning the enhanced youth inspection. (see Toolkit in Documents and Links section).
Four specific areas will be investigated during the JAR:
- Safeguarding
- Looked after children
- Childen with learning difficulties and/or disabilities
- Impact of developments in 14-19 education and training
A programme of interviews, focus groups and visits to some local activities and projects is now being arranged for the fieldwork stage in October.
The JAR inspectors will also be in Liverpool between 26 - 28 September to read through policy documents and selected case files as part of their preparation for the fieldwork stage.
There will also be some preliminary meetings with senior managers.
Tellus Survey
This is a confidential web-based survey which was administered by some of our primary and secondary schools, and the Pupil Referral Unit between April and June 2007.
Tellus 2 was undertaken in local authorities across England at the same time. Participating schools were selected by Ofsted.
The survey asked pupils about the services they use and how satisfied they were, as well as seeking their views on aspects of school life.
Some of the questions also related to the Every Child Matters outcomes, including healthy eating, bullying, and taking part in positive activities.
The findings from Tellus 2 will provide inspectors with evidence for the JAR. Ofsted will provide participating schools with an analysis of survey responses in September.

Neighbourhood Study
A neighbourhood study will no longer be required.
Case Tracking
The main purpose of case tracking is to:
- Review how the referral, assessment, planning and review processes are working.
- Assess the impact of inter-agency working and how it can achieve better outcomes for children and families with serious and complex needs.
The City Council provided the lead inspector with details of 100 children (using a template provided by Ofsted):
- 35 looked after children/ young people
- 30 children/ young people on the child protection register
- 35 children/ young people with learning difficulties and/ or disabilities
10 children were selected from our list and their cases will be tracked during the inspection.
This will involve:
- Reading the relevant case files.
- Analysing questionnaires completed by key workers.
- Discussions with the children and young people if possible.
- Interviews with their parents or carers, key staff and managers.
