Unitary Development Plan, Proposals Map & SPG

The Unitary Development Plan (UDP) is a statutory document that plays a major role in shaping the future of the city.  It shows what every piece of land in the city can be used for.  The plan was adopted on 13th November 2002.

Under the new planning system, the UDP is a 'saved plan', which means it is a Development Plan Document (DPD) within the current Local Development Framework. Under the new planning system, the UDP will be gradually replaced by new DPDs and SPDs but at this time it remains the most commonly used document for making planning decisions in Liverpool.  

SPDs (Supplementary Planning Documents) are used to provide further detail to policies and proposals contained in a DPD. 

The UDP comes with a Proposals Map that shows which policies apply to certain areas of Liverpool.

There are three ways to get a copy of the UDP and the Proposals Map:

  1. You can buy a copy of the UDP and Proposals Map by telephoning the Development Plans team on 0151 233 3021 or by emailing them on development.plans@liverpool.gov.uk

  2. You can get an interactive version of the UDP and Proposals Map from the Planning Portal.  

  3. Or you can download each chapter of the UDP as below.
