The SPD has been developed in partnership with the other Merseyside local authorities and Merseytravel to provide consistent guidance to developers on the access and transport requirements for new development across Merseyside.  It will enable the provision of a balanced transport infrastructure to provide access to employment, leisure, retail and other facilities for all the City's residents and visitors, and provide a framework for future investment in the City's strategic road and rail network where new development would create additional travel demand.

The decision to produce this SPD followed a recommendation in the 2005 Annual Monitoring Report that a jointly or collaboratively produced Transport SPD be prepared as part of the Local Development Framework of each Merseyside district.  Production resources were shared between the collaborating districts and as far as possible a consistent approach to content, standards and timetable was sought.

The SPD was adopted by the City Council's Executive Board on 19th December 2008.
