Core Strategy Development Plan Document

Current production stage:  Consultation on Revised Preferred Options Report

The Liverpool City Council Core Strategy is a vision for the future in terms of the City's spatial structure and development. The Core Strategy will be the primary Development Plan Document (DPD) within the Local Development Framework. It will set the ground rules for future planning policies and neighbourhood plans, and reflect the principles contained within the City's Sustainable Community Strategy (PDF [10.4Mb] opens in new window).

The Core Strategy Revised Preferred Options Report (PDF [13.5Mb] opens in new window) was approved for consultation by Executive Board on 4th January 2010. The consultation period will take place from 1st February until 15th March 2010. 

Previous Stages

The initial Core Strategy Preferred Options Report was published for 6 weeks between 28th March and 9th May 2008.  In total we registered 504 representations.  Although that consultation is now closed you can view all the comments online together with the intial Preferred Options document and all the supporting information (including the Sustainability Appraisal) via our consultation website


Previously the Council carried out consultation on two supporting documents relating to the Core Strategy: the Sustainability Appraisal Scoping Report (April/May 2005) and the Issues and Options Paper which formed the basis for continuous community involvement throughout 2006 and 2007 culminating in a city wide programme of joint Core Strategy and Sustainable Community Strategy public participation events in November - December 2007.
