This SPD is being produced to provide further guidance on the application of developer contributions policy/policies in the Core Strategy DPD.

The publication of Circular 5/2005 concerning planning contributions and the subsequent national consultation on a possible planning gain supplement linked to related changes in the requirements for planning obligations has created a degree of uncertainty as to the nature of policy that can be developed. The better use of contributions necessitated by and arising from development nevertheless remains a priority for Liverpool City Council.
