Air Quality Review and Assessment
As a first step in the Local Air Quality Management process, Liverpool City Council has carried out a review and assessment of air quality. The review considers levels of pollutants in the air and estimations of likely future levels and considers whether these estimates are likely to exceed those set in the Air Quality Objectives.
A Stage 1 Review and Assessment was completed in April 1999 for Liverpool City Council. This identified the need for consideration of road traffic emissions and industrial processes in further review and assessment of air quality (Butler and Conlan, 1999).
Stages 2 and 3 Reviews and Assessments were completed in December 2000. It was identified that some areas in Liverpool were likely to exceed the annual average Nitrogen Dioxide Objective. As a result of the stage 3 report, Liverpool city centre and the junction of the M62 (The Rocket Queens Drive) were declared Air Quality Management areas (AQMA's)
A Stage 4 Review and Assessment of Air Quality within the AQMA's was completed in November 2003. It identified the contribution that different sources made to the nitrogen dioxide levels within these areas and quantified the improvements needed.

The stage 4 report identified traffic as a major source of the pollution and action plans are currently being drafted.
In September 2003, the updating and screening assessment was completed. This identified the pollutants that merited more detailed review and assessment.

This again identified that nitrogen dioxide was likely to to exceed the national objective and needed more detailed modelling.
The Detailed Review and Assessment was completed in June 2004

This report again identifies that nitrogen dioxide is likely to exceed the national objective and needs more detailed review and assessment.
As a result of the November 2005 report, additional areas have been identified based on exceedences of the annual average objective for nitrogen dioxide.
