Liverpool City Council - industrial pollution

Industrial Pollution

Integrated Pollution Prevention and Control (IPPC)

IPPC aims to achieve 'a high level of protection of the environment taken as a whole by, in particular, preventing or, where that is not practicable, reducing emissions into the air, water and land.'

IPPC is a system that regulates pollution from certain industrial sources through the powers of local authorities and the Environment Agency.  Local Air Pollution Prevention and Control (LAPPC) focuses specifically on controlling pollutant emissions to the air.

Under IPPC and LAPPC, an existing or new industrial operator must receive permission to operate on a certain site.  Whether permission is given, and what the conditions are depend on various factors such as the assessment of polluting releases and the identification of Best Available Techniques (balancing costs to the operator with benefits to the environment).

Further information can be found on the DEFRA page - Pollution Prevention and Control.
