CCTV enforcement

Partners Involved:

  • Liverpool City Council Environmental Health
  • Citysafe
  • HMRI Hit Team

Background:

Fly-tippers cost council tax payers millions of pounds each year. Figures show that both litter and fly-tipping are on the increase. Liverpool City Council is cracking down on illegal dumping and has vowed to make an example of those caught in the act.

Project Details:

Liverpool City Council's Corporate Enforcement Forum, a group set up to clamp down on environmental crime, recommended using cameras after a motorist was prosecuted for throwing a cigarette packet out of his car window while travelling at 70mph along the M57.

The CCTV cameras are now being used to catch offenders dumping furniture and litter across the city and from moving vehicles.

Outcomes:

So far 772 fixed penalty notices have been issued in this financial year for littering and dog fouling with 130 of these pending prosecutions for non payment.

Nick Phillips, Liverpool's Assistant Executive Director for Community Safety said:
"The success of our CCTV system to prevent and detect crime is widely publicised. We also have the ability to use our cameras to pinpoint motorists who commit these offences, which are a blight on local communities. We want to send out a strong message that fly-tipping and littering are not acceptable behaviour and anyone caught on camera will face immediate action."
