Alt Valley Neighbourhood Management Area

Area Context
The Alt Valley area covers the north east edge of Liverpool around the course of the River Alt and Alt Brook and is home to around 94,000 people.
Covering the wards of Fazakerley, Warbreck, County, Clubmoor, Croxteth and Norris Green, the area stretches from Gillmoss Business Park and Croxteth Park in the east to Walton Vale District Centre, Walton Hall Park and Walton Clubmoor Recreation ground in the west. It takes in Norris Green Boot Estate, Broadway District Centre and Aintree Industrial Estate.
Housing:
- Housing areas are made up of large inter and post-war 'garden-suburb' municipal estates like Norris Green and Croxteth. Many of these homes have now transferred to Cobalt Housing Association.
- Over the last 20 years, large modern private housing estates have been built around Croxteth Park. There are also streets of Victorian and Edwardian terraces and villas in Fazakerley and Orrell Park.
- The wards of Warbreck, Croxteth and Fazakerley have higher than average proportions of owner occupied properties. Norris Green and Clubmoor have higher than average rates of Council rented accommodation.
- The proportion of terraced housing is particularly high in County Ward, whilst houses and bungalows are the dominant type of property in Norris Green, Clubmoor and Croxteth.
Employment Areas:
- As well as its residential areas, there are major employment zones in Alt Valley. Aintree Industrial Estate has 189 businesses with 5,000 people working there. Alt Valley is also home to facilities of city wide and regional importance such as Fazakerley Hospital/Neurological centre; and Altcourse and Walton Prisons.

- There are two vibrant district shopping centres - Broadway and Walton Vale - together with a number of smaller shopping facilities at Stonedale Shopping Park and Rice Lane Local Centre.

Priorities:
A key priority for the Alt Valley Neighbourhood Service team is the development and implementation of the Neighbourhood Delivery Plan. The Alt Valley Board and the two Area Committees (Walton and Clubmoor/ Norris Green/ Croxteth) monitor progress made by the plan.Detailed action will be worked through four strategic issue groups. They concentrate on Crime and Community Safety; Health and Equalities; Housing and Environment; and, Employment and Lifelong Learning.
A key strand to the neighbourhood approach will be partnership working. Within the above context, priorities will include:-
- Tackling anti-social behaviour and crime;
- Promoting community cohesion and the 'liveability of neighbourhoods';
- Improving the quality and maintenance of the local environment;
- Improving the health of local residents and promoting healthy lifestyles;
- Making sure that local people can take advantage of training and employment opportunities generated in and around the area through, for example, developments in the Approach 580 Strategic Investment Area;
- Improving educational attainment at all key stages, particularly in Norris Green, Fazakerley and Gillmoss areas;
- Improving basic skills, particularly in Norris Green, Clubmoor and Fazakerley;
- Making best use of the role of social economy enterprises in creating jobs and delivering services.
Neighbourhood Area Agreement
The Neighbourhood Area Agreement (NAA) outlines how the many partner agencies and community and volutary organisations are working together to make Alt Valley an improving Neighbourhood, which is a better place to live and work. The NAA sets out a twelve month programme for 2009-10 based around the four main themes:
