Area

The South Liverpool Neighbourhood area covers the wards of Speke Garston, Allerton & Hunts Cross, Woolton, Belle Vale, Cressington and Mossley Hill.  It stretches from the waterfront at Otterspool Park to Liverpool John Lennon Airport, taking in Garston Docks, Estuary Commerce Park and Speke Hall Estate. It extends north-east taking in Edwards Lane Industrial Area, extensive green spaces within Allerton/ Woolton including Allerton Cemetery and Allerton and Woolton golf courses, to the Loopline and residential areas of Netherley Valley. 

Home to 88,600 people, it is an area of contrasts with some communities facing significant social and economic challenges whilst others enjoy relative affluence. 

  • Speke  is dominated by an outer city estate some 8 miles from Liverpool City Centre and is home to approx 10,000 people.  The wider area of Speke includes major industrial and commercial areas, e.g. Estuary Commerce Park, Liverpool International Business Park, Speke Boulevard Industrial Estate and large employers such as Novartis Vaccines, Ford Jaguar and Halifax Bank of Scotland are based in or close by Speke.  

    In the centre of Speke is the Parklands Complex: this £25 million complex contains a new secondary school, library one stop shop, community centre, adult learning facilities and refurbished leisure centre including a swimming pool.  A new district shopping centre has also recently been completed. 

  • Garston  is made up of 2 distinct areas 'Garston Under The Bridge' and Garston Village and is home to approx 12,000 people.  The area is made up of large areas of terraced housing and is currently undergoing major redevelopment. Recently the hospitality industry has expanded in the area as the old airport complex has been refurbished to create a Marriot Hotel and a David Lloyd Leisure Centre. 

  • Netherley and Valley  is a predominantly residential area located on the south-eastern side of the city and is bounded on 3 sides by green belt and is home to approx 18,000 people.  The area has seen some regeneration successes including a £14 million housing development in conjunction with Liverpool Housing Action Trust, a £2 million multi-resource Millennium Centre housing a library, Drop in Study Centre, internet laundrette and an ICT platform for ICT initiatives.  

  • The South Liverpool area also includes Woolton, Hunts Cross & Gateacre, Cressington  and Mossley Hill.  These areas have well established communities and as well as thriving shopping areas form part of the suburban core of the City.  Though not without issues, these neighbourhoods represent a stable residential base in a quality environment.  Woolton & Gateacre won awards in the North West in Bloom competitions in 2004 and 2005 with Woolton receiving a silver gilt award for achievement in Britain in Bloom 2006. 

Housing

High levels of owner occupation are evident in Cressington, Mossley Hill, Allerton, Hunts Cross and Woolton. A high proportion of social landlord housing can be found in Belle Vale and Speke Garston. Houses and bungalows are the most common type of housing, although in Speke-Garston terraced housing is the predominant style of housing (73% of dwellings).

Priorities

Our targets include:

  • the delivery of a coherent, area based service with optimum accountability to stakeholders and local participation in standards and service provision;
  • increase Liverpool's employment rate overall to close the gap with the national average;
  • restructure the City's Housing Market;
  • improve the standard of the City's street based environmental services;
  • to develop a knowledgeable and motivated Neighbourhood Team;
  • maximising resources by ensuring effective management of the South Liverpool Neighbourhood Board and associated funding streams. 

We will achieve this by:

  • constantly reviewing the team's service delivery to identify and minimise gaps and blockages;
  • developing a team training plan drawing on both in house and external expertise, inviting partners and including training in equality awareness;
  • ensure all our customer contact, publicity and accessibility to services reflects the requirement  and aspirations of the Service Equality Plan;
  • establish standards of Environmental Maintenance within each neighbourhood and effect improvements;
  • work with our partner agencies and other housing agencies to deliver decency standards in both social housing and the private sector;
  • improve community involvement and participation in decision making, ensuring full engagement of minority groups;
  • improve the JET Service to provide greater access to employment opportunities for local residents through identification of local employers' needs, working alongside the Strategic Investment Area;
  • co-ordinate area based initiatives to ensure maximum impact at a local level;
  • ensuring that priority is given to the delivery of the Neighbourhood Action Plan by all relevant service providers.     

Neighbourhood Area Agreement

The Neighbourhood Area Agreement (NAA) outlines how the many partner agencies and community and voluntary organisations are working together to make South Liverpool an improving neighbourhood, which is a better place to live and work.  The NAA sets out a twelve month programme for 2009-10 based around the four main themes:

  • A Safer Stronger Community

  • Children and Young People

  • Health and Older People

  • Economic Development and Enterprise
