Liverpool City Council - whistleblowing

Whistleblowing

The Council have revised their procedure which enables employees, councillors and members of the public to express any concerns they have about illegal or illegitamote practices involving the Council.  The Whistleblower can raise their concerns without fear of victimisation, discrimination or disadvantage.

Concerns can by raised by completing the on-line whistleblowing form  or by calling Liverpool Direct on 0151 225 2660.

All concerns will be treated sensitively and in strictest confidence. Concerns will be channelled to the most appropriate officer within the authority. Not all concerns will warrant a full investigation, it may be that the matter can be resolved informally and that the information has been misinterpreted. The Whistleblower will be advised of the details of officer dealing with the concern and, if appropriate, how it is proposed to deal with the matter. The Whistleblower will not be supplied with copies of any investigation type reports or audit reports, but may be advised informally of the conclusion of the investigation etc.

Concerns can be raised anonymously and the matter will still be considered for investigation depending on the information given, however it would assist the investigation if the Whistleblower gave their details and was prepared to give a statement, evidence, etc.

If an allegation is made in good faith, but is not substantiated, no action will be taken against the Whistleblower.  If, however, an allegation is made frivolously, maliciously or for personal gain, action may be taken by the Council against the Whistleblower.
